Contact information for Citi REO Department?

I am looking for way to contact Citi REO department. I have been having troublecontacting the assigned agent for the property. The REO agent hasn't provided me Neither a contract or the basic requirements to present an offer.  Also the Agent won'tgive more than 30% of the full commission. Any tips from all of you would be appreciated.Thanks
